No. Stealth detection is based on standard view range for non-upgraded units.

I'm not sure actually - I think it's the % of the actual unit's view range (including all upgrades). In this case, Lift the fog increases the detection range slightly.

Also, does it matter how close the unit is to get detected or is the chance the same in the entire range of the units view?

I'll test today with a ruler, Ivan, but I really haven't noticed anything with Blitzkrieg (+4 view range) or Iron Fist (-4 view range)

I think its like 1-2 16ths of an inch of more detection.
