I don't think this would be very realistic. All cities IRL are mapped and available to view on Google Earth, it's not like there are stealth cities that nobody is able to see.

K, maybe not the best idea, once the base location is discovered, the 'stealth' city is no longer hidden, so maps could only be played once. However, there are hidden cities and bases - people don't know about them because they are - well - hidden. But underground bases are relatively verifiable, given that some decommissioned ones have been made public.
