How do i make units in the map editor?

I'm making a map, I finished the lands for countries but I can't add units to their cities. Can someone explain how i can add one?

3. select the role of unit you would like to add (for example; 'Ground: Main Defence' unit.)


4. edit the stats (statistics, like attack; defence; range; cost) as you want


5. make sure you save the unit
