Troop doesnt capture 0 city

So I was playing a game where I was turkey a.nd someone else was Russia central and in France and UK. After I killed Russia central, I realized they UK had killed France as well, so it was going to be me vs him. However when I sent 1 inf to Moscow, which had 0 units in it and was a neutral country, the next turn I didn't get it, so I tried again next turn, and it didn't get it again and my inf was dead every turn. After I tried it for 4 turns I gave up (still won though ;P)

No i mean could it be that there are marines in Moscow? that would explain why your inf died, and it looks for you like the city was empty

I would assume there were marines. Check the battle phase next time
