Building new cities

For example if u have extracash on world map for 20 k that u can build new city with 8 reinforcements

Right now the closest thing to that is building recruitment centers which gives 3 reinforcements.

This just seems stupid

Destroy cities too. If you kill 100% of population the city should disappear completely. You could genocide the whole world and have no more cities if u nuke them all
