Collaborating on maps at the same time

Davie. we need this. two people collabing on a map is great, but if its not at the same time what is point???

I can see the complexity in implementing this because, how can you distinguish who's controlling the border creation tool? who would the border creation tool prioritize when making borders. And creating a dual border creation tool where it doesn't conflict with someone else who is making borders would also be complex.
